Error tracking across clients

JavaScript errors for every client in one call, most exceptions first: exceptions in [date_from, date_to] and the equal-length window before it, sessions with an exception, all sessions, crash-free session rate (null when there were no sessions) and the number of issues new this window (not seen in the new_lookback_days before date_from). Every client is listed. The per-client form is GET /client/v1/data/exceptions/digest.

Agency key (ak_) only — a location secret key (sk_) gets 403 agency_required. Keys are server-side credentials; this surface serves no CORS headers on purpose.
